Audit Trail or Edit Plugin capabilities not enough?

I have a weird situation where I have a bare-bones role with hardly any capabilities except Audit Trail. But, enabling Audit Trail (or Edit Plugins for that matter) isn't enough to get the Manage -> Audit Trail menu to show up in the back end. What other capabilities must I enable to get it to work?
