Adding Files - administrators only?
I'd like to give several people limited access to upload files to one or more drain holes. I couldn't find any documentation on this, but it looks like only the Administrator level can access/manage the drain hole. Is that correct?

Yes, currently only administrators are allowed to manage drain holes. It would be fairly tricky to give fine-grained permissions to allow uploading, but not other management options (i.e. not allowed to edit/create/delete file details).
If you want to raise this as a feature request then I'll consider it for a future version.
