Access Level not working

For some reason i can access the file when i have no access level - but when i change to subscriber or anything else it does nothing - tries to go to downloads/sample.pdf - but just ends up at downloads/ I have the downloads folder in my root out side of my HTML folder. i messed with htaccess and had it autogenerate from the options - still nothing. Any suggestions? thanks!

    Also get this error if i force access level option on the file itself:

    Fatal error: Call to a member function on a non-object in /wp-content/plugins/drain-hole/models/file.php on line 691

    my bad - i understand. anyways i have a staging site set up here to test drainhole: http://consultium.com.s35994.gridserver.com/wp/downloads

    if you click on the downloads it does nothing (when i have the access level set to anything other than "anybody". (it is set to admin). When i change it to "anybody" it works fine. Could it have something to do with the staging server path?
